Hand of the Maestro?

Is Hand of the Maestro supposed to have a chance to NOT drop? I thought it was 100% drop rate off of the mob Hand of the Maestro?

I went to PoHate to kill for the Hand, took down Hand AND the Maestro himself and neither dropped it.

Even if not guaranteed, it certainly isn't rare or uncommon. Given that the spawn timer here is in hours and not days like live, I wouldn't be concerned with the drop rate as it currently stands. In fact I regularly see hands for sale on vendors in PoK...
