Naggy banishing

went to kill Naggy, got banished at 54, is this mechanic supposed to be functioning?

Yes, it's an intended mechanic. 52 is the cut-off if you would like to try Nagafen. If you need a quest item from Nagefen, you can try Talendor. This also applies to Vox, where Gorenaire is the non-banishing world spawn equivalent.

Gorenaire and Talendor both drop similar loot to Vox and Nagafen, but there are some differences.

This is not unique to CD either, it was implemented on Live shortly after Kunark was released.
