LDoN raids require expeditions

Unless I'm missing something I was hoping you could remove the expedition requirement for ldon raids.

Maybe I am confused, which is highly possible, but I did not think any of LDoN was working fully including the raid portion. Only the merchant selling armor and buy augs. Don't get me wrong it would be great if they are functioning for grouping and raids, but I assume it was not fully working correctly at this time.
