Update - he popped 10 mins after I posted this. I have been killing rogue lions in EK for over 4 hours, and still no Tarbul pop. Suggestions? Personal experience?

Don t bother killing the 3 rogue lions that spawn near the canyon to HH, they re not place holders. PHs spawn south west from there on hills.
