Namechange, self-help service

As a character restoration self-help service is incoming (Poru's time permitting), I've been thinking ahead to the possiblity of a namechange self-help service at the same time, considering that these two go hand-in-hand (since restorations do not necessarily guarantee restoration of the original name).
My recommendations for this suggestion include:
1) Public logging (even a text output file?) that lists the player's old name and the player's new name (i.e. showing up similar to "08/08/17 Rayne -> Sturm").
2) A cooldown of at least 7 days between use, possibly a month.
I know that my partner and I like to namechange occasionally for a variety of reasons (nothing nefarious), and the timing of this with character restorations would seem appropriate.
