I was hoping to score an Earthshatter for a new Warrior, but The Arena Quartermaster won't let me near. I haven't seen anything about that in the forum, is there some reason he doesn't find me worthy?

Gotta level up some. That's in place to prevent people from just rolling new toons and circumventing the tournament event.

What level? Apparently 30 doesn't cut it.

The custom content sticky says 46+ for Daily Tournament, so maybe that's it.

I have a 60 mage that he won't deal with either. He cons indifferent but says he won't trade with me due to my race.

Yep, to get him to trade with your mage, you'll need to equip your race's champion with high end gear so they win the daily tournament, then the quartermaster will shift to that race until another one wins.
