Casual Dreams

Is it normal for my casting bar to not move and for my casting recovery time to always act as if my spell successfully casted even when I fizzle or am interrupted? The way my wizard's spell mechanics work is really different from the other caster classes I've played and I am trying to figure out if it is intentional for some reason on this server or if I have some client side issue.
