Lingering Axefall

When I hand in the Throwing Axe of the Spirit to Lingering Axefall, he gives me 3x Bore Axes of the Spirit, as he should, but he doesn't follow me, so the Impervious Bloodbeast that I am supposed to kill, wont spawn. I tried numerous times. I am missing something here?

Done that?

I did yes. Nothing happend.

When I've done the this step, the Bloodbeast spawns, but not where most guides say that it does. It was away from the hill/mountain area to the east a bit. The ghost guy never followed me.
