The spell applied from the shaman epic does not do any damage for three ticks after landing. I've loaded the latest spell file to be sure it isn't something on my end. After three ticks it starts its normal damage sequence at about 11-12 damage, increasing in damage as the spell holds like it should...

Your first issue strikes me as an interface one. Which UI are you using? The second issue is that I think you tried to enter Hate and Fear a level too early. The minimum level for them is 46.
