There are some custom encounters that drop items that are not accessible through normal content means. Poru has put in tough encounters that reward you with items that are from other expansions.

There is a bazaar merchant that sells odd items like that on it for a high price, I am not sure if quintessence of knowledge is sold on it or not. I have a shm that I have been leveling up for fun, I can see if I can get the materials together to make you a few stacks if that helps.
