Yep, to get him to trade with your mage, you'll need to equip your race's champion with high end gear so they win the daily tournament, then the quartermaster will shift to that race until another one wins.

The custom content sticky says 46+ for Daily Tournament, so maybe that's it.

Gotta level up some. That's in place to prevent people from just rolling new toons and circumventing the tournament event.

I imagine there may have been some lovely combat scripting conflicts with the tournament + training dummies in there.

Nadox is less about the mob level and more about the sheer number of mobs in close quarters, making the hunting very efficient. Compare that to Umbral Plains with a similar level range.
