Casual Dreams

I eventually got all of the fingers to drop, but now I've run into a new issue. I have killed "a coerced penkeeper" for the nickel key probably around 15 times. He has yet to drop the key. It seems like he dropped it every time on live, as far as I can tell. Is it currently on his loot table?

I checked the database and in-game, it does drop.

I've done the quest myself up to the Shackle of Tynonium. It does indeed drop. Don't remember how, but i did it.
