FIXED: [PoFire] Fennin Ro double spawns if the event has been failed previously

As the title suggests, and probably the same bug as this one

I triggered the Fennin Ro script, but failed the first go due to running out of time on the last named of the Council of Fire (the last four named that pops in Fennin's throne room). This repops the Guardian of Doomfire trigger mob.

I went ahead and killed the trigger again, and proceeded to plow through the trash like normal. Once the last named were dead, Fennin Ro double spawned.

This has been fixed and the Fennin Ro event has been toned down some.
