I have been killing the giants in the huts, a couple roamers, and the fort in DL for a number of hours and I have not seen this spawn once.

If it's just super rare, then that's fine, but I just wanted to check to make sure that there wasn't a bug with it or something before I spend more time on it.

Yeah its really rare had to camp him for a while on my warrior.
