Tried zoning into Fabled ToV, cannot see anything, looks like missing zone files.
Do I need a special download somewhere?

Nope, no special files required.

If you ran it recently your timer may not be up. There is a guy near the big bank in PoK who can tell you how long until you can run it again.

If you are in a guild with someone else who has cleared it recently you are probably assigned to their empty guild instance.

We got it all cleared up. Was able to zone in the next day, no issues.
But that first time was certainly a bug of some kind.
