Flaming arrows mana drain

The mana drain portion of the Flaming Arrows AA is working way too fast. The buff says "drains 30 mana per tick", but my mana pool of 8600+ is wiped out in 4 ticks. Haven't tested this with Frost Arrows yet, but would assume similar behavior.

Just as bad with Frost Arrow.

Anxious for this fix because Ranger is a nice alternative to the typical DPS go-tos (Rogue/Monk/Wizard).

I confirmed it on a test char. last week; it's next on my bug fix list but been busy irl.
