Vex Thal Fabled Instance

A Vex Thal Fabled Instance (like the Temple of Veeshan Instance) would be easy to setup. The Fabled gear would be a new step up for players that are at the end game. It would bring some of the old players back to conquer the new area.

Fabled Vex Thal has been mostly finished for quite a while but nothing about it was easy and I don't have time to finish balancing it right now, very time-consuming.
