I'm assuming the only way to obtain a fleeting quiver here is via tradeskills. The vial of distilled mana seems to be the bottleneck portion with the low population. Anyone know if this is obtainable other than via having an enchanter make the vial? Or anyone have an enchanter level 39 or higher that would do this for me?

The Bazaar merchants sell enchanter-made tradeskill mats as well as imbued gems. Check there.
