Glowing Athlai Armor

Hey everyone,
Can someone confirm is the Glowing Athlai Armor quest is in the game? I have a pair of gloves, but when i went to where the quest guy should be, he is not there. Any help is appreciated!

Seems like I researched that same thing when I first started. I had no luck finding an answer and moved on to getting LDON gear.

I will try and research some more when I get on later and see what I can come up with.
