So it turns out that this quest works and is not bugged.
I was just mislead by the guide that I was following.
The guide says that to trigger the event, you say "I am ready for the trial of patience"
What actually worked for me was saying "I am ready for the test of patience"

I had the same issue, found the solution in another post when searching for lavastorm issues.
It turns out that my lavastorm.eqg file had been renamed to lavastorm - Renamed(eqg)
I just changed the name to lavastorm.eqg and I can zone in normally now.
